Between 1986 and 1998 STRATFOR'S Fred Burton was at the forefront of the United States' counterterrorism efforts. As part of the relatively low-profile Diplomatic Security Service's (DSS) Counterterrorism Branch, Burton gained first experience of religious terrorism and extremism. 'Ghost' is his attempt to take the reader into his – and the West's – struggle against terrorist atrocities. This is a journey into what Burton calls the 'Dark World' and as such throws light on the response to terrorism that is seen by all but a few.

Ghost is divided into three sections, each reflecting stages of Burton's career with the DSS and also developments within the international system. Part 1 details Burton's transition from a beat cop into a counterterrorism professional. It also covers the Beirut hostage crisis and the beginnings of Libya's support for Middle East terrorism. From the outset it is absolutely staggering just how inadequately prepared the United States was for international terrorism. Initially, the Counterterrorism Branch was comprised of just three federal officers. There were no set guidelines or standard procedures and you get the sense that Burton and the team truly made it up as they went along.

To begin, Burton applies a beat cop mentality to the task at hand. At times part 1 reads a little bit like a counterterrorism manual. It is full of anecdotes about lessons learned, advice to take out into the field and 'do's and don'ts'. Part 1 also provides the reader with the side of intelligence and counterterrorism that is regularly played out in Hollywood movies. Burton introduces us to the FOGHORN messenger facilities, the standard uniform and accessories of a federal agent and the near constant stream of intelligence that needs to be sifted and made sense of quickly. There is also a sense that because the Counterterrorism Branch was so small and compartmentalised they were a breed apart from Washington's other federal agencies. Yet all this is forgotten when it is discovered that they have lost one of their own.

As hostages are gradually released in Lebanon it becomes clear that William Buckley, the former CIA Bureau Chief in Beirut, died in captivity. Burton's memoirs capture the overall despair that all federal agencies felt in not saving the life of a colleague. Indeed the death of Buckley is one of many acts of extremism that Burton and his own take very personally. In doing so the Counterterrorism Branch shifts from being a regular place of work to almost the cornerstone of Burton's very existence. Holidays are lost, family commitments are overlooked and weekends merge into the working week.

A further demonstration of how all consuming counterterrorism became to Burton is his 'hit-list' of terrorists. For twelve years, Burton did not rest in his attempts to bring each and every name on that list to justice. Indeed many names were added to the list throughout his career. The bombing of the TWA Flight over Greece, the Lockerbie disaster and the 1993 attack on the World Trade Centre all bring the same heartfelt response from Burton. They also take him to the safe-houses and the back streets of the world in his attempts to capture those responsible. When Burton slips off the scene almost entirely, the reader joins him on a journey into the murkiest parts of the 'Dark World'.

In July 2010 the Chief of the General Staff Sir David Richards (CDS-designate) hosted a special showing of The Great Game, a series of 12 short plays about the culture and history of Afghanistan, at the Tricycle Theatre in London. He took his own immediate staff, people from the MoD including the Second Permanent Secretary, a senior Treasury official and other opinion-leaders.

The programme notes included an excellent history of modern Afghanistan from the 1830's to the present day by Jane Shallice, who is also a member of the Stop the War Coalition. It is reproduced here by her kind permission and that of the theatre, whose Director Nicolas Kent commissioned the works and which, with the active support of General Richards, is taking them to be performed across the United States (including Washington DC.)

A British newspaper incorrectly reported that wikileaked diplomatic cables revealed the US was set to exploit the UK in its renewed arms reduction treaty with Russia. The February 5 article in The Telegraph called into question the UK-US "special relationship," reporting that the US would share secret UK Trident missile data with Russia as part of the New START treaty which went into effect earlier this month. The allegations were quickly echoed by news entities around the world from the Daily Mail to Iran's PressTV.

US Assistant Secretary of State PJ Crowley immediately dismissed the report. "There was no secret agreement and no compromise of the UK's independent nuclear deterrent," Crowley told the press.

UK officials substantiate this.

Though the Foreign Office would not comment on the specifics of the treaty, in an official statement to Great North News, UK Foreign Secretary William Hague expressed support for the New START deal and its work "towards our long-term goal of a world without nuclear weapons."

But regarding The Telegraph report, Dr. Julian Lewis, New Forest East MP and expert on defence and disarmament, said he found the article's content surprising.

"The idea that this was a clandestine deal is utter nonsense," said Dr. Lewis, calling the story "sensationalised" and emphasising that the US "never has, never will" provide external entities information on missile performance.

By and large, the New START deal is a straightforward extension of the original START, or Strategic Arms Reduction Treaty, which was an historic bilateral agreement between the US and USSR to drawdown strategic arms, including intercontinental ballistic missiles (ICBMs) and submarine launched ballistic missiles (SLBMs). The old START, which expired in 2009, effectively limited the number of warheads allowed on US and Russian missiles, while allowing for an information exchange and inspection-verification process between them. Part of the deal required each nation to share information about weapons transfers to third parties.

The Arms Control Association explains that Britain uses only one ballistic missile system for issuing nuclear warheads, the Trident II SLBM, which is provided by the US. An example of a third party missile transaction governed by START would be the return of UK missiles to the US for service checks and reconditions, followed by missile replacements.

The New START deal continues most of the old treaty's provisions, further limiting deployed strategic nuclear warheads to 1,550, deployed and non-deployed strategic launchers and heavy bombers to 800, and deployed strategic launchers and heavy bombers to 700. The main differences in the new agreement, according to Dr. Lewis, is that the US and Russia are now allowed five days to provide third party transaction information, as opposed to 48 hours, and that part of the data provided includes the unique identifier of the missiles exchanged.

Some analysts are concerned that this gives Russia too much detail on the size of the UK's arsenal. While Dr. Lewis agrees that this information will, over time, provide Russia a clearer picture of the number of missiles the UK possesses, the UK's overall security strategy is not compromised, since providing Russia the unique identifier numbers to UK missiles falls far short of full disclosure.

"The truth is that it is rather irrelevant information," Dr. Lewis said.

The number of warheads mounted on each missile supplied by the US still remains unknown to outside nations, and Britain's minimum strategic nuclear deterrent remains intact, as does its relationship with the US.

"The important thing is that we are always at liberty to vary the number of warheads on a missile," said Dr. Lewis.

 

Today (15 Sept), two Tupolev TU 160 bombers (NATO codename Blackjack) are expected to overfly Cuba.

They are taking part in a training exercise which saw the aircraft's first-ever transatlantic flight and first-ever landing outside the former Soviet Union.

The name "Ukraine" literally translates as "on the edge." It is a country on the edge of other countries, sometimes part of one, sometimes part of another and more frequently divided. In the 17th and 18th centuries, it was divided between Russia, Poland and the Ottoman Empire. In the 19th century, it was divided between Russia and Austria-Hungary. And in the 20th century, save for a short period of independence after World War I, it became part of the Soviet Union. Ukraine has been on the edge of empires for centuries.

My father was born in Ukraine in 1912, in a town in the Carpathians now called Uzhgorod. It was part of Austria-Hungary when he was born, and by the time he was 10 the border had moved a few miles east, so his family moved a few miles west. My father claimed to speak seven languages (Hungarian, Romanian, Slovak, Polish, Ukrainian, Russian and Yiddish). As a child, I was deeply impressed by his learning. It was only later that I discovered that his linguistic skills extended only to such phrases as "What do you want for that scrawny chicken?" and "Please don't shoot."

He could indeed make himself understood in such non-trivial matters in all these languages. Consider the reason: Uzhgorod today is on the Slovakian border, about 30 miles from Poland, 15 miles from Hungary and 50 miles from Romania. When my father was growing up, the borders moved constantly, and knowing these languages mattered. You were never sure what you'd be a citizen or subject of next or who would be aiming a rifle at you.

My father lived on the edge until the Germans came in 1941 and swept everything before them, and then until the Soviets returned in 1944 and swept everything before them. He was one of tens of millions who lived or died on the edge, and perhaps nowhere was there as much suffering from living on the edge than in Ukraine. Ukraine was caught between Stalin and Hitler, between planned famines and outright slaughter, to be relieved only by the grinding misery of post-Stalin communism. No European country suffered as much in the 20th century as Ukraine. From 1914 until 1945, Ukraine was as close to hell as one can reach in this life.

To understand Poland, you must understand Frederic Chopin. First listen to his Polonaise and then to his Revolutionary Etude. They are about hope, despair and rage. In the Polonaise, you hear the most extraordinary distillation of a nation's existence. In the Revolutionary Etude, written in the wake of an uprising in Warsaw in 1830 crushed by Russian troops, there is both rage and resignation. In his private journal, Chopin challenged God for allowing this national catastrophe to happen, damning the Russians and condemning the French for not coming to Warsaw's aid. Afterward, Chopin never returned to Poland, but Poland never left his mind.

Poland finally became an independent nation in 1918. The prime minister it chose to represent it at Versailles was Ignacy Paderewski, a pianist and one of the finest interpreters of Chopin. The conference restored the territories of Greater Poland, and Paderewski helped create the interwar Poland. Gdansk (the German Danzig) set the stage for Poland's greatest national disaster when Germany and the Soviet Union allied to crush Poland, and Danzig became the German justification for its destruction.

Why are the US and the People's Republic of China (PRC) so interested in Taiwan? It's a small seemingly inconsequential island that does very little to upset the international arena. Both have their different reasons for having their interests piqued by the island formerly known as Formosa.

From a Chinese perspective Taiwan represents the last vestige of defiance to the Chinese Communist Party (CCP) and a contradiction of its triumph in the civil war, on top of which it is a symbol of past foreign dominance as it was taken from China by Japan in one of the Unequal Treaties. This failure is dubbed the 'Century of Humiliation', and regaining Taiwan is seen as the last stumbling block to making China great once more, becoming the greatest nation on earth, a status it had held for thousands of years. America's interference in the East Asia region is ostensibly why the Republic of China (ROC) based on Taiwan is able to survive with such a direct threat to their legitimacy so close, across only 90 miles of water.

The US had long had a relatively affable relationship with the Nationalist government in China, and at the end of World War II left them to fight their own battles. It looked likely that the communists would follow the Kuomintang (KMT) across the Taiwan Strait and settle the civil war once and for all. Indeed, shelling of islands like Quemoy was a feature for many years. However, the Korean War broke out in 1950 and it suddenly became imperative to the Americans to find allies in Asia to stand against the tide of communism sweeping the world. Taiwan became strategically important in containing the socialist threat to capitalist ideology. Taiwan became the spokesman for all of China, despite only being in charge of c.20 million of the potential billion Chinese, some of whom identified themselves as ethnically Taiwanese. However, the KMT's international representation of all China was for a limited time, as the PRC found its feet. The importance of America finding substantial allies against the 'Evil Empire', the USSR, took priority.

In school, many of us learned the poem Invictus. It concludes with the line, "I am the master of my fate, I am the captain of my soul." This is a line that a Victorian gentleman might bequeath to an American businessman. It is not a line that resonates in Romania. Nothing in their history tells Romanians that they rule their fate or dominate their soul. Everything in their history is a lesson in how fate masters them or how their very soul is a captive of history. As a nation, Romanians have modest hopes and expectations tempered by their past.

This sensibility is not alien to me. My parents survived the Nazi death camps, returned to Hungary to try to rebuild their lives and then found themselves fleeing the communists. When they arrived in America, their wishes were extraordinarily modest, as I look back on it. They wanted to be safe, to get up in the morning, to go to work, to get paid — to live. They were never under the impression that they were the masters of their fate.

The problem that Romania has is that the world cares about it. More precisely, empires collide where Romania is. The last iteration was the Cold War. Today, at the moment, things seem easier, or at least less desperate, than before. Still, as I discussed in Borderlands, the great powers are sorting themselves out again and therefore Romania is becoming more important to others. It is not clear to me that the Romanians fully appreciate the shift in the geopolitical winds. They think they can hide in Europe, and perhaps they can. But I suspect that history is reaching for Romania again.

Over the past decade there has been an ongoing debate over the threat posed by electromagnetic pulse (EMP) to modern civilization. This debate has been the most heated perhaps in the United States, where the commission appointed by Congress to assess the threat to the United States warned of the dangers posed by EMP in reports released in 2004 and 2008. The commission also called for a national commitment to address the EMP threat by hardening the national infrastructure.

There is little doubt that efforts by the United States to harden infrastructure against EMP — and its ability to manage critical infrastructure manually in the event of an EMP attack — have been eroded in recent decades as the Cold War ended and the threat of nuclear conflict with Russia lessened. This is also true of the U.S. military, which has spent little time contemplating such scenarios in the years since the fall of the Soviet Union. The cost of remedying the situation, especially retrofitting older systems rather than simply regulating that new systems be better hardened, is immense. And as with any issue involving massive amounts of money, the debate over guarding against EMP has become quite politicized in recent years.

We have long avoided writing on this topic for precisely that reason. However, as the debate over the EMP threat has continued, a great deal of discussion about the threat has appeared in the media. Many STRATFOR readers have asked for our take on the threat, and we thought it might be helpful to dispassionately discuss the tactical elements involved in such an attack and the various actors that could conduct one. The following is our assessment of the likelihood of an EMP attack against the United States.

In 1981 it was naval power. Now thirty years later, it seems that the UK's air assets and the RAF in particular will bear the brunt of the government's cuts in another defence review. If the news reports are right, then the RAF is heading to be smaller than when it was in its infancy in 1918. There could be considerable reductions in the number of Typhoon and Joint Strike Fighter orders, and the Tornado fleet could be withdrawn earlier than planned. Reports also suggest that an aircraft carrier could be the price of the government's policy to fund the Vanguard class successor submarines from the defence budget and not from the treasury, although this now seems unlikely. Either way, the number of aircraft in the Navy looks set to be reduced considerably.

The logic behind cutting aircraft numbers is understandable enough. The war in Afghanistan is largely consuming the energy and resources of the ground forces, so they need to be preserved as much as possible. The Navy will always be required to protect British sea lanes and wider interests abroad, and it will probably be required to conduct counter-piracy and patrolling missions for the foreseeable future. And today Britain faces no threat from an opposing air force. If one of the three services has to face savage cuts, then surely it makes sense that it is the RAF?
